Legislative and development initiatives
Hon. Kpoto has prioritized improving rural infrastructure in his district, particularly transportation. In 2024 he launched a US $100,000 road construction project spanning 23.6 kilometers between Kolahun, Svaelahun, and Foyah. The project—funded partly through legislative allocations and partly from his personal contributions—aims to improve market access and mobility for more than 20,000 residents. Future plans include additional roadworks across Lower Walker, Wanhassa, and Lukambeh, as well as rural electrification efforts in collaboration with President Joseph Nyuma Boakai.
Policy positions and bills
In April 2025 Kpoto introduced a bill to strengthen penalties for same-sex practices by amending Liberia’s Penal Code, seeking to make such offenses non-bailable and subject to harsher punishment. He justified the measure as an affirmation of Liberian cultural and religious values, despite expected criticism from international partners. Alongside this, he proposed legislation to standardize salaries for staff and faculty in public universities and colleges to address pay disparities and improve educational quality.
Public stance and significance
Hon. Kpoto’s dual emphasis on tangible local improvements and cultural conservatism has made him a visible figure in Lofa County’s political landscape. Supporters cite his personal investment in community projects as evidence of accountability, while critics question the implications of his social proposals for human rights. His activities underscore ongoing debates in Liberian politics over balancing development priorities with traditional and international values.
